Firstly translation by Google doesn't help but it isn't clear that you are addressing rollback and autopatrol rights, nor even that they are well explained. Then on the technial aspects, if you want autopatroller rights to be assignable. 1) Who can assign the rights? Bureaucrats? Administrators? … Who can remove the rights? Bureaucrats? Administrators? Similarly if there is discussion about rollback, the same questions need to be addressed. You will also need to then look to your admin rules and processes to how you would assign any of these rights.
